Colombia is beginning to place artificial intelligence at the centre of its public security strategy, equipping its police force not only with traditional tools but also with data analytics, algorithms, and intelligent surveillance systems. According to Colombian media reports and the Social Research Centres report, a significant part of this technological shift is being developed through cooperation with India.
In 2024, Colombia’s Minister of Information and Communications Technologies, Mauricio Lizcano, signed a memorandum of understanding with Indian authorities to strengthen collaboration in artificial intelligence, digital government, digital public infrastructure, and IT talent development. The agreement signals Colombia’s intention to move beyond adopting technology and instead become an active producer of digital solutions.
This bilateral cooperation has recently translated into direct engagement between institutions. The Indian Embassy in Bogotá hosted a meeting between Ambassador Vanlalhuma and Colonel Hernando Antonio Vallejo Valencia, Chief of the Planning Office of the National Police of Colombia. The gathering also included 25 Colombian police officers who had completed an ITEC training course on Artificial Intelligence for Human Security at Rashtriya Raksha University in Gujarat, India.
During the meeting, the officers shared insights from their training, describing how AI applications can support crime prevention, criminal investigations, and broader human security objectives. The course focused on practical tools such as predictive crime analysis, data-driven decision-making, and smarter deployment of police resources, enabling forces to anticipate risks rather than react after incidents occur.
India’s experience in deploying large-scale digital platforms, such as national identity and payment systems, offers Colombia valuable technical know-how and institutional credibility as it develops its own AI ecosystem and public digital services.
The partnership also includes the creation of a joint working group to promote inclusive and ethical AI, digital education, and government digitalisation. As Colombia simultaneously advances similar agreements with other countries, including the United Arab Emirates, the country is positioning itself as an emerging regional hub for responsible AI adoption in public security.
